Using a P.O. Box as the Employee’s Section 1 Address

If you have ever wondered if the employee
can use a P.O. Box as their address in Section 1 of Form I-9 or tried to find the
answer in Form I-9 documentation, read on. The Handbook
for Employers (M-274) document was just updated and published by USCIS and it
includes a number of helpful clarifications. However, I don’t understand why this
clarification was not included. I recommend that USCIS include this clarification
in the next update of the M-274 and Form
I-9. In the interim, the clarification should be included in the FAQs on the USCIS
1: Can an employee enter a P.O. Box as their
address in Section 1 of Form I-9?
ANSWER: No. The employee must enter a physical
address in Section 1 of Form I-9 and should not use a P.O. Box.
2: Where can you find this answer in Form
ANSWER: You can’t. This information is from
the policy team within USCIS and unfortunately is not included in any Form I-9 manual
3: How are employees and employers supposed
to know that a P.O. Box is not acceptable as the address in Section 1?
If you look at Section 1 of Form I-9 it indicates in the address box that the employee
should provide a street name and number.
